I notice shikamaru is very intelligent in a tactical sense, he plans ahead for situations and can strategise in tough situations. His iq and leadership skills are amazingly good.

That being said Naruto is smart in emotional value, and in combat. He doesn’t only use brute force, he is quite cunning and can make plans on the spot to get out of tricky situations. He can adapt to his situation very quickly and come out on top through his guts and quick thinking. He wasn’t useful in this situation sure but he isn’t dumb.
